- Workers/laborers of privately owned enterprises.
- Other workers who receive salaries or wages, including; BP Tapera, Bank Indonesia employees, Social Security Administering Agency employees, and foreign nationals who have worked in Indonesia for at least 6 months.
According to Article 15 of PP Number 21 of 2024, the amount of savings for Tapera participants is 3% of their salary or wages.

KPR Tapera applies to Indonesian citizens who are registered as Tapera participants and do not yet own a house or receive housing subsidies from the government.
